 MINUTES OF PLANNING MEETING HELD IN OAKHILL VILLAGE HALL on 31ST AUGUST 2011 at 7.30PM

DP declared interests in planning applications 2011/2002, 2011/2045 and 2011/2122.

CS declared an interest in planning application 2011/2045.

Application 2011/1870; Treetops Cottage, Gurney Slade, BA3 4TE; Replace Permission to extend time limit implementations – The planning documents were reviewed and it was noted that no objection was made when the original planning application was granted in August 2008. BW proposed (PD seconded, all agreed) to recommend approval to extend the time limit.

Application 2011/2002; Tresco, Fosse Road, Oakhill; Single storey side extension and creation of pitch roof over flat roof rear extension – Following review of the planning documents and accompanying drawings, PL proposed (BW seconded, all agreed) to recommend approval as the proposals (pitched roof) will be an improvement over the existing flat roof and the materials to be used appear to be in keeping with existing.

Application 2011/2006; Park Farm, Ash Lane, Oakhill; Erection of new general purpose agricultural barn and installation of photovoltaic array on the new barn roof – Following review of the plans and the design and access statement, PD proposed (CS seconded, voting as follows: 5 for, 2 abstain) to recommend approval as the Parish Council actively supports agricultural and local activities and the development will not affect neighbours. It was pointed out that consideration should be given to implement adequate drainage if a large area is concreted over.

Application 2011/2045; The Elms, Pondsmead, Oakhill; Change of use of 4 close care residential units to 4 separate open market dwellings –

  • Two residents in attendance (neighbours) made the following comments against a change of use:-
  • Planning application would have never been granted originally (1997) if the intention was to sell the dwellings separately as the 4 dwellings are outside of the village development area;
  • Properties are currently being let, demonstrating that there is demand for this type of accommodation;
  • The fact given that amenities are not suitable does not stand because the facilities were known at the time of construction/planning application

Councillors made the following comments:-

  • Confirmation that there is demand for this type of unit;
  • Definition of ‘Close Care’ to be sought by Clerk. Was S106 Agreement breached when the dwelling became separate units belonging to 2 different companies?
  • Planning Officer’s report to the planning permission dated November 2002 was read; together with the S106 Agreement drawn to ensure that the dwelling are marketed as Close Care under the current permission (and not for commercial development).

DG proposed (BW seconded, all agreed) to recommend refusal of Permission on the grounds that there is a need for this type of dwelling in Oakhill and the 4No dwelling are outside the village development area; they are only accepted as part of Pondsmead nursing and residential home.

Application 2011/2122; Millbrook Depot, Yelling Mill Lane; Replace permission to extend time limit implementation – Following review of the application documents, EL proposed (PD seconded, all agreed) to recommend approval to extend the time limit as the proposals within the granted application would improve the building and keep the property ‘tidy’.

Appeal; 12 Chapel Field, Oakhill; Replace existing rooflight to front elevation with dormer window – The Council was surprised to hear that the application had been rejected as it was agreed at the meeting held on 8th June 2011 to support the application, furthermore, the application was rejected on the grounds that it would overlook the private amenity space serving 8 Chapelfield. It is believed that the neighbour in question is quite happy with the proposed development.

PL proposed (DP seconded, all agreed) to write to MDC to reiterate that we do not see anything wrong with the proposed works and do not understand why it was turned down. The PC supports the application and we strongly recommend approval.

With regards to appeals to planning decisions, Clerk to enquire with MDC why it would appear that the parish is informed of some appeals but not all.

TOUR OF BRITAIN 2011: TEMPORARY ROAD CLOSE, 16TH SEPTEMBER 2011

Clerk tabled a letter informing the councilors of temporary road closures at some junctions of the A37 on the 16th September, between 11am and 2.30pm.

Wind turbine on land at Warren Farm – Councillors asked if a planning application had been submitted. Clerk to enquire and also chase up agents to organise site visit.
