MINUTES OF MEETING HELD IN OAKHILL VILLAGE HALL ON 9TH OCTOBER 2013 AT7.30PM

AGREEMENT OF MINUTES OF MEETING   HELD

The   minutes of the meeting held on 11th September 2013 were agreed to be a true and accurate record of the meeting held with the following amendments:-

  •   Item 262/13; Defibrillator to be installed in weatherproof unit on a wall outside the telephone box at the   bottom of Zion Hill.
  •   Item 270/13; Cheques signed at the meeting were numbered 629-632 (not 625-628).

(254/13)   Repointing of War Memorial Wall – BW and DP to undertake as soon as convenient.

(262/13)   Defribillator – Clerk tabled letter from Tessa Munt who has one defibrillator to donate to a parish council. It was agreed to send an application before applying for the SCC health & Wellbeing grant.

(265/13)   Chairman’s Award to the community – John Rayment was not able to attend the presentation but the certificate will be presented to him by H. Siggs during a meeting.

(273/13)   Refurbishment of fingerposts – Clerk has contacted Highways and is awaiting a response. In the meantime, Clerk to contact Philip Dalwood to ask him to submit proposals to undertake the cleaning.

It   was reported that the finger post at the corner ofWithy LaneandBath Roadhad been knocked down   by a vehicle and stolen before it was reported. Clerk to notify Highways.

(281/13)   Widening of vehicular access outside Old Post office, Oakhill – Clerk tabled explanatory email by resident, which was noted.

(282/13)   Poundsmead Nursing Home – Letter has been sent to the Nursing Home. Awaiting response.

(283/13)   Treatment of new circular tables and benches on playing field – E. Lewis has purchased some oil and will apply to the benches.

(284/13)   War memorial wall – Clerk to investigate how to add Mr Bromwell’s name to the Memorial. In the meantime, DB agreed to confirm that the name will be read at the Remembrance Service.

DISTRICT & COUNTY COUNCILLORS REPORTS

 

304/13       

R.   Carter,  District Cllr, updated the council on queries submitted at the last meeting:-

  •   Speed Limit signs through Oakhill  – Highways are not prepared to add any more signs, but agreed to visit the village and cut down the vegetation to make existing ones more visible. The Council was not in agreement with this: signs are needed at the entrance to the village in the High Street where, in time, properties have been built   further out and speed limits need to be moved too.

 

  •   Signs on the A362 (travelling   North into the village) need to be moved further out to give more warning to   drivers as currently, by the time people slow down, they have already reached the school. Cllr R. Carter agreed to report to Highways.

 

  •   Appeal to Planning Decision, Mr   Dampier. R. Carter has spoken to the planners to recommend they visit the site. It is hoped that the appeal inspector will do so to understand the actual situation and condition of the site.

 

  •   MDC Board Meeting – MDC have started research on the potential impact of gas extraction.

GURNEY SLADE NOTICEBOARD

D.   Gilson tabled various prices to replace the noticeboard and a discussion ensued as to the best place to locate it. It was agreed that a location near the Post Office would be best and BW agreed to speak to the postmaster to obtain permission to put the noticeboard up on the wall, or whether a free-standing board will have to be purchased.

FRACKING

P. Langmaid reported on research and findings and recommended the PC should have a blanket policy to refuse permission, even tests. However, D. Thorley, who had experienced in the matter, stated that the process was not necessarily dangerous if well managed, but recognised that geology may be a problem   around here.

It was agreed that parishioners should perhaps be consulted.

 

 

PEDESTRIAN CROSSING A37 GURNEY SLADE

The Council agreed with SCC’s recommendation that Option 1 was the better option.   Clerk to liaise with Cllr. Siggs.

RECORDING OF RECREATION FIELD ON LAND REGISTRY

Clerk advised that costs for recording on Land Registry was dependent on the value of the property. It was agreed to ask Tom Killen (also MDC Councillor) if he would agree to value the whole of the recreation land and the village hall.   Mr Moon’s costs for solicitor’s work were agreed and Clerk to appoint once value of the land has been obtained.

Application 2013/0819;   Nyahlene, Ashwick; Demolition of existing garage and new build dog kennels –   No decision.

Application 2013/1397; Land adjacent toPound Lane, Ashwick; Change of use from Agricultural to equestrian – No decision.

Application 2013/1767; Scott House,High St, Oakhill; Proposed extension to the rear of the existing dwelling – Approved w/c.

Application  2013/1852; The Old Forge Barn, Fosse Road, Oakhill; Proposed works to trees and felling of one tree in a Conservation Area – MDC advised that a Tree Preservation Order was not required. No objection.

 

311/13       

Application  2013/1877; 108 Halcyon Park, Shepton Rd, Oakhill; Removal of condition 6 of  planning permission 104520/042 which requires the ‘dwellings approved be used only for close care purposes and for no other purpose in Class C2’ – PB   proposed (BW seconded, all agreed; CS who had declared an interest did not take part in the vote) to recommend refusal for the following reasons:-

  •   A similar application was made a few years ago for the properties: The Elms, Pondsmead, Oakhill. Application   2011/2045. The Parish council recommended refusal of permission on the grounds that there is a need for this existing type of dwelling in Oakhill and the 4 No dwelling are outside the village development area; they are only accepted as part of Pondsmead nursing and residential home. It is believed that planning permission would not have been granted originally (1997) if the intention was to sell the dwellings separately as they are outside of the village development area;
     
     
  •   Properties are currently being let, demonstrating that there is demand for this type of accommodation and are being very successful.
     
     
  •   It is also not appropriate for children to live on the grounds of the care home due to lakes and ponds on   the Pondsmead Property.
     
     
  •   One resident was also in attendance at the parish council meeting and expressed his wish for permission to be refused, as per the arguments above.

We also believe that Pondsmead Residential Home has not been notified of the planning application and the Parish Council has not been notified of other associated application running alongside.

Application  2013/1970; Oakhill C of E Primary School; Retention of existing 5-bay Elliott Temporary Classroom Building (Unit E800 TB) – On the understanding that the school needs it and it is in good condition, we are happy for it to stay. PB proposed to recommend approval, unanimously agreed (S. Emery, who had declared an interest did not take part in the vote).

Neighbourhood Plan Area Application; Application by Shepton Mallet Town Council to designate a neighbourhood Plan Area – Noted.

Annual Return; Report from Auditors – Clerk advised that the Annual Return had been returned by Grant Thornton with no comments.

Highways - Ongoing issues; clerk to circulate up-to-date report of ongoing issues.

BW reported on having spoken to J&K Primrose to finish end of year jobs, such as the area at the bottom of Zion Hill.

Alterations at Sun Cottage – It was noted that the house had been rendered throughout and old painted stone work covered. It was agreed to check on Street View before reporting to MDC if appropriate

C. Sully reported that there was a large amount of Japanese knotweed in Pondsmead. Clerk to write to request that this be treated appropriately (3 annual treatments are required before it is killed).

P. Langmaid reported on very dangerous and precarious rocks at Harridge wood and that this is being investigated by specialist team appointed by SCC.
