MINUTES OF MEETING HELD IN OAKHILL VILLAGE HALL ON 11TH SEPTEMBER 2013 AT 7.30PM

Apologies were received from P Briscoe (PB), S Emery (SE), D Gilson (DG), P Langmaid (PL), D Perkins (DP) and C Sully (CS).

H. Siggs (County Cllr) also advised that he would not be able to attend the meeting for medical reasons. PCSO Nikki Housley also advised she would not be able to attend the meeting.

Chairman advised that the order of the meeting would be altered to accommodate members of the public present.

(231/13)   Replacement of grassed area with tarmac outside Church – The applicant has been advised by MDC to submit a planning application.

(239/13)   Pavement from Kings Coombe to Gurney Slade shop – MDC cut back the vegetation after several phone calls.

(240/13)   Fracking; simplified report to be circulated – Short report has been drawn and to be circulated. Item to be put on the agenda for next month.

CO-OPTION OF COUNCILLOR; MR DAVID THORLEY

After introductions, EL proposed to co-opt David Thorley onto the council (PD seconded,  all agreed). The relevant form was signed and a Declaration of Interest form handed over to DT to fill in within 28 days.

 

 

DISTRICT & COUNTY COUNCILLORS  REPORTS

 

260/13       

Rachel Carter, District Councillor, was introduced to the Council. Rachel is hoping to support the council from now on and several outstanding Highway issues were reiterated.

 

 

COUNTY COUNCILLOR’S HEALTH &  WELLBEING GRANT

 

261/13       

It was agreed to submit an application for money towards the purchase of a defibrillator.

PURCHASE OF DEFIBRILLATOR

 

262/13       

Following agreement last month that the Parish Council would purchase 50% of the defibrillator with monies from reserves, Clerk tabled email from Tom Jackson of South West Ambulance Service confirming total price of £2,220.00.   Defibrillator to be installed by the telephone box at the bottom of Zion Hill.

 

263/13       

£1,110 is therefore to be raised. It was agreed to approach:-

  •   County Councillor via the Health & Wellbeing Grant
  •   Bryan Perry and Adrian Willmott
  •   Clark’s Foundation

Application 2012/2981; Former Maesbury Quarry; Single wind turbine –  Appeal lodged

Application 2013/0819;   Nyahlene, Ashwick; Demolition of existing garage and new build dog kennels –   No decision.

Application 2013/1090; The Spinney, Zion Hill, Oakhill; Proposed pruning of a Lime tree (T1) subject to Tree Preservation Order M1077 –   Approved w/c.

Application 2013/1397; Land adjacent to Pound Lane, Ashwick, Oakhill; Change of use from Agricultural to equestrian. New Stables, new pedestrian access from public highway – The applicant, present at the meeting, explained and confirmed that the application was for stables for two horses owned by the family and already grazing in the field. The stables will be for family use only with no commercial venture in mind. There will not therefore be any increase in noise,  activity at the field or traffic. After review of the plans, it was agreed that the building would not be visible from the road and the Parish Council supports rural activities; indeed many residents have applied to erect stables in the past. BW proposed to recommend approval, which was unanimously agreed. The Parish Council had not received any objections from residents.

Application 2013/1767; Scott House, High Street, Oakhill; Proposed extension to the rear of the existing dwelling – Chair reminded that the PC had recommended approval to the change of use from business to residential last year. PD proposed to recommend approval, BW seconded, all agreed. The Parish Council   had not received any objections from residents

Good Councillor Guide – It was agreed to order a dozen guides at £2 each +   P&P.

 

 

MATTERS OF REPORT

Highways - Ongoing issues; see separate schedule:-

  •   Tarmacing of Bath Road
  •   Oakhill Village Markers
  •   ‘No through road’ sign at the top of Dean Lane
  •   Flooding issues
  •   Improved signing on the High Street and 30mph speed limit signs to be moved back 200yrds nearest the A37.

Finger posts refurbishment – It was agreed that the parish council would look at refurbishing some posts. Clerk to liaise with Highways to obtain permission for the works, enquire if they would provide some paint and obtain number and location of posts in the parish. Method statement (including a risk assessment) also to be provided for sandblasting of posts before repainting.

Purchase of grit bin for Neighbourne Lane – EL agreed to liaise with the residents who requested the bin to find out exact location where it is needed in order to get authorisation from Highways. It was also discussed whether giving grit bags to a few residents in the area would be more appropriate. EL to discuss with residents.

  •   Blackey Lane; road has collapsed in 2 places.

Footpaths;   Handrail on footpath by Oakhill Garage – EL to speak to Claire Haskins.

Footpath through Ashwick Grove – Following a recent write up in the Mendip Times about local walks, EL explained that she and her neighbours were applying to reroute footpath going through their properties and invited parish councillors to walk the new route.

PCSO – Report emailed ahead of the meeting was read.

SALC – AGM and All Areas meeting, 28th September in Somerton. DB/SV unable to attend.

Demolished wall outside The Old Post Office – EL agreed to speak to the residents.

Poundmead Nursing Home – Overgrown brambles and branches along Bath Road (from entrance   of surgery all the way round the corner) and the footpath to the surgery. SV to contact manager.

Treatment of new circular benches on Playing Field – Ad to be published in the Parish Magazine calling for volunteers to help with jobs around the Parish.

  •   Road closure from Highways; A37   Long Hill from 29th September.
  •   Road closure from Highways;   Burnthouse Drove.
  •   Email from resident regarding missing name on War Memorial and Barn Owl Project. BW agreed to contact the family to discuss further and the PC will ensure the name is read out during memorial services. It was also agreed to find out how to add a name on the war memorial. Clerk to find out about Barn Owl Box scheme.
